BISA Zero Tolerance Policy

Referee Policies
Effective immediately, the following referee policies will be followed by all soccer referees at all outdoor soccer matches officiated at BISA soccer fields.

BISA Zero Tolerance
All persons responsible for a team and spectators (coach, assistants, and team managers) shall support the referee team. Failure to do so will undermine the referee’s authority and potentially create a hostile environment for the players, the referees, and all other participants and spectators. Consequently, the following policy is effective immediately:

NO SPECTATOR IS TO ADDRESS THE CENTER OR ASSISTANT REFEREE DURING THE MATCH FOR ANY REASON!!!!!

During the Match the Team Captain or Coach may address the referee for:
 Responding to a referee who initiates communication
 Requesting a substitution
 Pointing out emergencies or safety issues
 At half-time or at the end of a match, a coach may ask a referee to explain a rule(s) or a call in a polite and constructive manner. HOWEVER, THIS IS NOT AN INVITATION TO DEBATE! ABSOLUTELY NO SARCASM, HARASSMENT, OR INTIMIDATION! If a coach feels that there were concerns that need to be address about a referee, then the coach should complete BISA’s referee feedback form or contact the Referee Director.

Penalties for Coaches/Managers of Team:
 1st Minor infraction - Referee shall give verbal warning
 2nd Minor infraction - Caution
 3rd Minor infraction - Dismissal
 1st Serious infraction - Caution or Dismissal depending on seriousness of infraction.
(Dissent=Caution; Offensive, insulting, abusive = Dismissal)

Note: It is important to remember that the seriousness of the infraction is solely the opinion of the referee responsible for the match. There is no questioning of a Caution or Dismissal at the field, to the officiating crew, or any Board Member. The only avenue for appeal is a properly constituted Appeals and Disciplinary hearing conducted according to the By-Laws.

Parents, please check your emails including your spam or junk mail boxes as we are using the Gotsoccer system to send out information to our association members and coaches may also be communicating with you thru the system. We are working hard to stay in contact with our membership and want to make sure you are receiving anything we happen to send out. Thanks so much for choosing to participate with BISA. We are looking forward to a great season.

Competitive Information

Inclement Weather Rules
Tue, Oct 26, 2010
We play soccer in the rain, we play soccer when it's cold, we play soccer when the fields are open. If it is raining and the fields are open, players need to go to their games. The BISA Board only closes the fields if there is a chance they will be damaged (standing water, new grass) or during lightning storms. The referees and Board Members at the fields will delay games due to thunder and lightning and cancel them if the storm does not clear in enough time to hold the entire game. In addition to the simple rule of: "hear it, clear it. see it, flee it." BISA also owns a lightning detector that is also used during inclement weather. Parents, please stay with your children until a decision is made regarding the game. You can check field status by clicking here on the web www.bisasoccer.com or www.bisasoccer.com/m for mobile phones. The rain out number is 817-447-0333.

No Pets at the BISA complex - please!
Fri, May 11, 2007
We love pets, but not on our fields. All pets are strictly prohibited at our complexes. We have experienced children injured by "small, well behaved pets on a leash." We have also experienced animals injured by running children and soccer balls. We will enforce this prohibition. Games will not be started or continued until animals are removed from the complex.

Thanks for everyone's cooperation.
